A proposed bill in the House—named after Runnels—would increase charges to vehicular homicide with speeding as a felony and impose mandatory jail time and fines, while drivers charged with vehicular assault could face additional penalties. - ➤ Darryl Stowers, 25, was arrested Saturday in Winton Hills after he allegedly released pit bulls from a closet to attack officers during his escape—resulting in one officer being bitten—and he faces charges for resisting arrest, felonious assault, receiving stolen property and using a weapon while intoxicated with bonds of $5,000 per count and a court hearing scheduled for Tuesday, April 8.
